In July this year of 2018 France’s prison population was 70,710.  

This number is out of France’s population which comes to 65,286,555 of whom about 6 million are foreign-born.

Not bad, would you say? The French are behaving themselves.

Not if you consider that France ‘s prisons can accommodate just 60,000.

Therefore, France’s prisons are over-populated.

This means, as state statistics show, that at least 50 of the country’s 187 prisons have an occupation figure of 150%.

The result is that France Minister of Justice, Madame Nicole Belloubet wants to reduce prison terms and indeed make some crimes not punishable with prison terms.

So what will be done to those who commit crimes?

You may well ask!

The Minister plans to:

End sentences of less than a month or less.

Sentences of from one month to 6 months to be served outside of prisons, i.o.w. the criminal will be fitted with an electronic surveillance device (ankle bracelet) or will be placed under house arrest, or will have to do community service (TIG – travail d’intérêt general as it is called in France).

Such measures will reduce the prison population by 8,000 says the Minister.

However, France is all the same to construct more prisons and enlarge those already existing to increase the country’s permanent lock-up accommodation by 7,000 more than what it is currently in 2018.

Is the Minister right?
