There is a debate in France over whether to castrate, chemically or physically, sex offenders.

We have a few cases here right now of sex offenders having been released before they’d served their full sentence to just molest another woman, little girl or boy again, even murdering the victim.

There was a case like this in September. A man grabbed a young woman who was taking an early morning jog in a forest outside the small town of Milly-la-Fôret south of Paris. Her rapist and murderer locked her in the boot of his car from where she managed to call the police on her cell phone, giving them a description of the car and the man, but what is more, some of the numbers on his car’s registration plate. He was quickly found, but by then the woman was dead. Turned out that he was a recidivist rapist.

Another recidivist rapist is on trial now. His name is Francis Evrard, 63, and he already has three rape convictions and as he himself has said, he can’t remember how many young boys he had raped in the past 20 years, but it might well be 40.

The current case is for the rape of a 5-year-old boy named Enis Kocakurt. Evrard had only been released from prison for a month in July 2007 when he abducted the child, locked him in a garage and raped him repeatedly. Evrard had actually before his release from prison asked the prison doctor for Viagra and was given a prescription for it. Yes, you have read correctly: he asked the doctor for Viagra saying that he has an erection problem which makes sex with a woman impossible but if he could be given Viagra then that problem will disappear and he won’t have an urge to have sex with little boys anymore.

It was after the Milly-la-Fôret abduction, rape and murder, that our Interior Minister Michèle Alliot-Marie announced that the forced chemical castration of recidivist sex offenders will be debated in Parliament. She has since said that forced physical castration should also be debated in Parliament. Whereas chemical castration is reversible, physical castration is obviously not.

France, along with Sweden and Denmark, already allow chemical castration if the sex offender agrees to it, but so heated is this debate about recidivist sex offenders that our Parliament will probably vote for forced chemical castration of all recidivist sex offenders too.

As for Evrard, he has now written to President Sarkozy to ask if he could please be physically castrated. He wrote: “At my age, physical castration would not cause me suffering and it would block my tendencies toward children.”

In an interview some years ago he was asked what attracted him to little boys. His reply was their beauty, innocence and purity.

Most French say that this monster’s wish should be granted: He should be physically castrated. I say so too. I will actually say that the procedure should be done without the application of an anesthetic.

    Cut their nuts off! Or maybe put them inside a Prison Pen with male sex offenders! Sounds harsh but it seems to fit the crime.

    Satima, that's well said: in jail they cost of money, out of jail they can cost of lives. If I may I am going to use this in a next true crime article of mine.

    Chemical castration is pills that reduces the libido.

    I've read similar things, Jo – that castration does not necessarily stop sexual activity. It's hard to know what to do with those people. In jail they cost the community money: out of jail they can cost lives.

    It is a dreadful problem isn't it? I am not sure castration is the answer, I believe eunuchs still feel desire and other things can be used in these instances. I don't know anything about chemical castration, never heard of it before.
